Former Minister of Health of Costa Rica, former Executive President of CCSS (The Costa Rican Social Security Fund) and current Ambassador of Costa Rica to the United States.
Dr. Llorca, has worked as a health policy advisor and as a primary care medical practitioner in Costa Rica and Spain, and as a registered medical disability analyst in the United Kingdom. As a Medical Manager, has worked for the public healthcare system in Costa Rica and for international private insurance companies in Spain.
He holds a Master (MSc) in Health Policy, Planning and Finance from the London School of Economics and Political Science (LSE) and the London School of Hygiene and Tropical Medicine (LSHTM) from University of London and Master (MA) in Health Care Management and Administration and a Master (MA) in Health Economics and Pharmacoeconomics from the Universitat Pompeu Fabra (UPF) from Barcelona.
He trained as a Medical Doctor in Costa Rica and has an Advanced Studies Diploma (ASD) in Political Economics from Universidad Complutense de Madrid.
