The 2009 energy strategy, established by His Majesty King Mohammed VI, and which continues to be the current framework of work, was a major success because it brought an ambition for leadership in the field of renewable energies. Morocco's desire consists of increasing the share of renewable energies in the installed electricity capacity to more than 52% by 2030.

This strategy was based on guidelines based on an optimal electrifying mix based on reliable and competitive technological choices, and on the mobilization of national energy resources by increasing the share of renewable energies, making energy efficiency a priority nationally as well as promoting regional integration and sustainable development.

The effective and proactive approach followed by the Kingdom, which recognized the need to move from fossil fuels to clean energy sources, has made it possible to achieve remarkable progress in reducing energy dependence and carbon footprint, consequently, Morocco has always maintained consumption generally in line with the level of development of its economy.

The evaluation of the efforts of the Kingdom of Morocco within the framework of the 2009 strategy, as well as the recommendations of the new development model, showed that the energy transition must be accelerated. Morocco has been proceeding with the adoption of a sustainable approach in all sectors to develop a low-carbon green national economy and improve its competitiveness to respect Morocco's international commitments in the fight against global warming.

The strengthening of the legal framework to create a climate conducive to investments, particularly in the field of production, transport, and storage of electrical energy, and to increase the attractiveness of this area at national and regional levels.

To achieve the strategic objective of exceeding 52% of the share of renewable energies by 2030, an electrical equipment plan has been developed for the period 2023-2027, aiming to achieve an additional capacity of approximately 9,281 megawatts, with a financial envelope estimated at 85.6 billion dirhams, including 73.2 billion dirhams for renewable energies.

Morocco Natural Gas Strategic Project

Regarding the projects of natural gas, Morocco has three important projects in the field of regional cooperation, including the use of the Spanish liquefied natural gas (LNG) station to supply the Moroccan power plants of Tahaddart and Ain Béni Mathar, thanks to the successful implementation of the reverse gas flow project on the Maghreb-Europe gas pipeline.

The strategic Morocco-Nigeria gas pipeline project was launched by His Majesty King Mohammed VI and former Nigerian President Muhammadu Buhari. The project will contribute to improving the standard of living of the populations, the integration economies of the sub-region, and the mitigation of desertification through sustainable and reliable gas supply.

The project will also have great economic benefits for the region, harnessing clean energy that fulfills the continent's environmental protection obligations and giving Africa a new economic, political, and strategic dimension.

A national environment and sustainable development charter

In the area of sustainable development strategy, the National Charter for the Environment and Sustainable Development was developed which resulted in the framework law No. 99.12 as the national environment and sustainable development charter.

Morocco has adopted in its development strategy the concept of sustainable development which promotes balance between environmental, economic, and social dimensions, to improve the living environment of the inhabitants. It is done also to strengthen sustainable natural resources management and the promotion of environment-friendly economic activities.

As part of the implementation of this decision, Morocco is committed to the preparation of the second version of the National Sustainable Development Strategy by adopting a participatory and global approach structured around six axes capable of accelerating the transition to sustainability, namely improving water, energy and food security, laying the foundations of sustainable governance for inclusive territories, the transition to a competitive low-carbon economy generating wealth and job opportunities, allow everyone to access health, education and public services, work in favor of natural resources and precious ecosystems that are resistant, particularly to climate change, and the preservation and enhancement of Cultural Heritage.

Green hydrogen projects and research

Regarding green hydrogen, Morocco has enormous natural resources and a distinguished geographical location, in addition to advanced infrastructure, logistics, and industry, allowing the kingdom to play in the future a leading role on the world stage in the development of green hydrogen.

Morocco hosts the biggest solar plants in the world and has a large number of wind farms. Given the country's potential in the field of renewable energy, Morocco is keen to work to improve green hydrogen, as it is considered the solution to the energy of the future.

The king's directives to develop green hydrogen included the research fields and to reach this approach the OCP foundation supported the Mohammed-VI Polytechnic University (UM6P) to lead the studies in the field including applied research and innovation for the aim of meeting the needs of Africa future and developing replicable solutions.
