Sohail Mahmood

Dr. Sohail Mahmood is an independent political analyst affiliated with the Center for Foreign Affairs & Defense Policy, United States, International Affairs Forum, United States, Foreign Policy School, India, Centre for Geopolitics & Security in Realism Studies (CGSRS), United Kingdom, IAR Journal of Humanities and Social Science, and GeoPolitica Magazine.

He is the author of several books, monographs, and research articles on Middle East and South Asian politics, governance, and American foreign policy issues.

Dr. Sohail has taught for about 30 years at various universities and colleges in Pakistan and the US. Dr. Sohail has worked for the noble causes of peace, sustainability, democratic development, and good governance throughout his professional life. To this end, he has authored numerous books and monographs; published research papers, addressed conferences, and delivered lectures to advocate his held beliefs. Moreover, he has been associated with such projects, organized by national and international agencies and organizations, including the World Bank, the Canadian International Development Agency (CIDA), the Swiss Development Cooperation (SDC), the International Union for Conservation of Nature (IUCN), and the United Nations Development Program (UNDP). Dr. Sohail has also worked with the Ministry of Development, and a curriculum development agency, among others, for the sake of promoting these causes. Most importantly, he has been inculcating knowledge of these causes and sensitizing humanitarian values among his students.

To promote the cause of social, political, and economic development, Dr. Sohail has been part of activities organized or patronized by the Centre for Poverty Reduction and Social Policy Development, Planning Commission, Government of Pakistan; the Education Department, Government of Punjab, Lahore; and the Safe Democracy Foundation, Spain.

His authored book, The Development Debate in India and Pakistan: Myth and Reality, was published in 1989 by Progressive Publishers, Lahore. Its Urdu version was published by Classic Publishers. Apart from the book, he has produced high-quality research papers that demonstrate his commitment to the cause of development. Among his papers on development is “An Analysis of Pakistan’s Transition Towards Democracy: Performance in the First Half Century,” which appeared in 1997 in the National Development and Security Quarterly Journal (Islamabad).

In 1995, Dr. Sohail conducted a workshop on “American Government and Political System” organized by the Directorate of Staff Development, Education Department, Government of Punjab, Lahore. In the same year, he participated in a 10-day activity, “Pakistan’s Past Year Political Events and Future Trends in the Process of Formulating the SDC Annual Program,” organized by Swiss Development Cooperation (SDC), Embassy of Switzerland, Islamabad. In 1998, he was a participant in a workshop “Decentralization of Development Management to Provincial and District Levels” conducted by UNDP and the Federal Ministry of Finance, Revenue, and Economic Affairs, Islamabad.

Dr. Sohail was a member of the team for the “Scoping Mission on Governance” coordinated by the Canadian International Development Agency (CIDA) in 2000 and took part in all four sessions spread over the year. Similarly, he was a member of the “Appraisal Mission for Institutional Transformation of NWFP Agriculture Department” hosted in 2001 by Swiss Development Cooperation’s Intercooperation.

In 2003, he presented his findings on “Muslims in America: Political Development of a Minority Community” at a Conference organized by the Area Study Center, Quaid-i-Azam University, Islamabad. He was a general participant in the Seventh Annual Global Development Conference in St. Petersburg, Russia, in 2006. In April 2007, he spoke on “Political development in South Asia”. The session was hosted by the Forum on Democracy, Safe Democracy Foundation. A roundtable on “Youth Development and Economic Growth,” was arranged by the Centre for Poverty Reduction and Social Policy Development, Planning Commission, Government of Pakistan, in Islamabad in 2011. Dr. Sohail was among its discussants. On the occasion of the International Day of Democracy in 2011, he addressed an audience in Islamabad. The event was arranged by the Strengthening Democracy through Parliamentary Development (SDPD), UNDP Project.

He developed syllabi for the Federal Public Service Commission, Government of Pakistan, during the 2012–2015 period.
